The current Copyright Knowledge Society Act came into force on March 1, 2018.

The guide " Copyright in Science " published by the Federal Ministry of Education and Research (BMBF) with the participation of the German Library Association provides guidance on how copyrighted works can be used for teaching and research in higher education.

Here is an overview of the most important changes and content:

Scientific research (UrhWissG § 60c)

  • Up to 75 percent of a work may be reproduced for one's own scientific research.
  • For the purpose of non-commercial scientific research, up to 15 percent of a work may be reproduced, distributed and made publicly available.
  • Illustrations, articles from specialist and scientific journals, and works of limited scope can be used in full.
  • It is clearly stipulated that "illustrations" are works of "minor scope" that may be made accessible. The extent to which a work may be considered a work of minor scope has already been governed by collective agreements between collecting societies and users; these specifications can be referenced:
    - for printed works: 25 pages
    - for sheet music: 6 pages
    - for films: 5 minutes
    - for music: 5 minutes
