THM 's payment terms are 30 days net / 21 days with discount.

Information on the structure of the invoice:

The PDF document must begin with the invoice. Further attachments should be added as subsequent pages (recommended), or, if there are multiple PDF files, they should be separated from the invoice PDF using terms such as "Attachment", "Enclosure", or "Attach".

Invoices must not be password-protected PDF documents and should have a resolution of 300 DPI. Your email must not exceed 15 MB in size.

To expedite invoice processing, the order number must be provided. Without the order number, further processing of the invoice is not possible.

THM generally awards its contracts based on the following conditions: 

  1.  Special Contract Conditions BVB_Land Hessen (BVB Land Hessen 10.12.2021)
  2. General terms and conditions for the performance of services (VOL/B) 
  3. The Supplementary Contractual Terms and Conditions for the Procurement of IT Services (EVB-IT) also apply to the procurement of IT systems and IT equipment .

THM uses e-procurement.

This means that all bidders who wish to participate in THM 's procurement procedures can download the tender documents from the German Procurement Portal (su) and upload their bids there accordingly.

Due to the numerous inquiries from companies to the purchasing department, for example, regarding the content of their products and services, we would like to point out that the determination of requirements and the technical specifications for meeting those requirements, in terms of type and scope, generally originate from the decentralized requesting units (e.g., the Departments ). Therefore, the purchasing department can only examine products/companies of interest to the entire THM in more detail.

As a public contracting authority THM may only award contracts to suitable companies. Suitable companies are those that possess the necessary expertise, capacity, and reliability for public contracts. 

Therefore, especially in procurement procedures, THM requires evidence/self-declarations regarding, for example, comparable references, tax clearance certificates, existing liability insurance, etc. 

The so-called prequalification certificate simplifies matters for companies and clients. It replaces all required declarations and can be obtained from the Hessian Procurement Advisory Center. Further information can be found in the official directory of the Hessian Prequalification Register (HPQR).
